CMR substances

InnovaDocs SDS teamUpdated: 6 November 2026

Definition: CMR substances are carcinogenic, mutagenic or toxic for reproduction, classified in Category 1A, 1B or 2 under CLP (H340 to H361).

Category 1A and 1B CMRs trigger mixture classification at low concentrations (generally 0.1 % or 0.3 %) and are restricted in consumer products by REACH Annex XVII.

Many are also SVHCs on the Candidate List, which adds communication duties in the supply chain.

Generic concentration limits (CLP Annex I): carcinogens and mutagens Cat. 1A/1B 0.1%, Cat. 2 1%; reproductive toxicants Cat. 1A/1B 0.3%, Cat. 2 3%; effects on or via lactation 0.3%. REACH Annex XVII entries 28 to 30 restrict CMRs in mixtures supplied to the general public, not all uses.
