Definition: A PCN is the harmonised notification under CLP Annex VIII in which importers and downstream users submit the composition and UFI of hazardous mixtures to poison centres through the ECHA portal.
It applies to mixtures classified for health or physical hazards, required for consumer and professional use since 1 January 2021 and for industrial use since 1 January 2024; earlier national notifications had to be converted by 1 January 2025. Each target country of sale must be listed.
The dossier uses the IUCLID format and includes the EuPCS category, product identifiers, toxicological information in the target languages and composition within allowed ranges.
Legal anchor: CLP Article 45 and Annex VIII. Mixtures classified only for environmental hazards are exempt. The submission must be updated when the composition, product identifier or packaging changes.
